From your description you have an ADSL router running NAT (Network Address Translation). See if you can portfoward port 80 of your static IP to the private IP address of your box.

Having a server behind an NAT is good, which reduces the risk of the box being hacked (if they didn't get to your router first !).

There are other methods of protecting the physical FC4 box too, like disabling services that you don't need, overdo your login system that just a pain for yourself (and it will be a pain for others !) like having one time password keys :)

You can also consider running apache in a chroot jail ;)

Troubleshoot from your /var/log/apache/xxxxx.logs to check for issues and stuff.
