[H-GEN] is humbug membership tax deductible?

I lump them all together too, but all the others are an order of
magnitude greater than Humbug (except AUUG which is still only
$110 IRRC), so I've never bothered with the Humbug item.  But,
if you make your living from IT, I would say it was deductible.
