What version of SA are you using?  I've got 2.63, and I got the following
report from it.  It's really worth upgrading as the rules change over time.

        0.0 HTML_MESSAGE           BODY: HTML included in message
        0.5 HTML_20_30             BODY: Message is 20% to 30% HTML

I use exim4 with exiscan that plugs in SA, clamav and RBLs,
but thats not helpful for Tony.
