Is there some reason that the reference implementation from
http://www.ntp.org/ is not suitable?
I ask because a version is available for almost all platforms,
from proprietary OSes like Solaris, AIX, Irix, HP-UX, Tru-64 to
free ones like GNU/Linux, Free/Open/Net BSD.
What looks like the correct file is available for your selected
platform from a local mirror:
http://redhat.pacific.net.au/redhat/linux/9/en/os/i386/RedHat/RPMS/ntp-4.1.2-0.rc1.2.i386.rpm
