I found out where to do it. You disable the wallpaper and set the 
kworldclock as your background in KDE 3.2:

1. Right click Desktop.
2. Select 'Configure Desktop'
3. Select 'No Picture' as your background.
4. Click on 'Advanced Options' button.
5. Enable 'Use a program as background'
6. Select the kdeworld app.
