That's true but almost everyone (that I've seen) first notices a serious
problem with emails failing to arrive at some sites.  That's why I said it
was characterised by problems with email rather than saying it _is_ a
problem with email.  I think they see it this way because people just
write off failures to connect to websites - "site is down" or whatever
until they go on for a long time.

I should have expanded on this though.

Sure can.  An additional problem is that even today many network admins
will have no idea what you are talking about if you advise them of ECN
issues :(
