I have just solved a similar problem with a site I manage in
Melbourne.  Do you have messages like this appearing in
/var/log/messages:

Dec 13 11:14:14 mlbfw bpalogin[3305]: Received a heartbeat from unexpected source 61.9.128.13:5051 
Dec 13 11:14:14 mlbfw bpalogin[3305]: Badly structured packet received - discarding
