Several things wrong with your suggestion:
1. The question was about Outlook not OE.
2. OE does not use PST files, each folder is a separate file in a folder.

You can change that folder to be any folder on the local HDD. You can 
also get it to use a network drive by hacking the registry.

My suggestion to the original problem.

1. Create a new PST file (File / New /  Personal Folder)
2. Remove the new Personal Folder from Outlook.
3. Shut down Outlook.
4. Move the current PST file to another location.
5. Rename the new PST file.
6. Startup Outlook.
7. Check that the receiving of mail works.
8. *YOU* do the import of the old PST file or the moved corrupted one.

I know WAY too much about the things that can go wrong with Outlook and OE.
