You're not the first person to think of this. Earthlink (an ISP in the
US) does this. I find it SO ANNOYING. I wanted to give somebody feedback
on their website, and I had to go through this convoluted process so
that my comments reached them.
It's also inconvenient for them. They have to allow my email to be
received, and add me to a permanent whitelist. I didn't want to be their
email penpal, just wanted to send a single email.
It's a solution, but I think you'll find that you miss out on legitimate
email too because people might not want to go through the process. I
went through it this once, but in the future I doubt I would bother.
