Fish can be used from other places. Midnight Commander, for example can fish, but a more generic answer would be to use AVFS, which can turn archives, and fish, and other such things into directories for ordinary users. I have just downloaded it myself, so I don't yet know how well it works. I believe GNOME's virtual file system can be convinced to fish, but likely through AVFS from what I have read.
