Ok I did a search using the same terms and found this

It contains this:

"the host list may not contain a netgroup name; it must be a list of 
host names."

So it seems I was right in thinking that you can't specify a network to 
have the no_root_squash option, when you do it is ignored, you need to 
specify hosts.

My guess is this is by design, I wonder why they don't allow you to turn 
that off? Even telnet lets you take the safety catch off and enable root 
login.

Yeah I eventually saw that, on about page 2 or 3, that is why I changed 
my entry to specify a host. Alot of the other pages say "here's how to 
give a specific host root access" but they don't say that you can't give 
it to a network.
