My understanding of the GPL is that the distributor is required only to 
make the source code of the derived work available.  ie: They are not 
required to hand it out with the binaries, and they are not required to 
hand it completely free of charge.  There is an allowance for 
distribution costs.

In the case of Mandrake 9.2, PowerPack edition, I was told (by a person 
claiming to be a Mandrake club member) that CDs 1,2,&3 have mainly 
source rpms and CDs 4,5,&6 are the full distro with binary rpms.  Not 
having seen the CDs, I can't verify this claim.
