Can you please explain what will be happening in terms of support for
the "non-paying" community.

How will security updates be handled for example?

This is a critical thing that RedHat has done well in the past and will
be making people in the commercial and educational marketplace consider
very carefully what distro they install over the coming months to replace
RH7.*, 8 and 9.
