A couple of facts might be helpful here. The CSIRO NTP servers
have not been shut down and the service is still free (although
they have indicated that it might be made non-free, probably at
a minimal cost, some time in the future).
What has changed is that the service is no longer open to all.
You have to request it; and, to have your request granted, you
must be based in Australia (which most of the previous users
were not), and you must have a fixed IP address (as that's the
mechanism they use to restrict access).
If you meet those minimal requirements, and don't ask for access
for dozens of servers, you'll typically get approval in five
minutes. To request the service, you have to send an email to
time at tip.csiro.au and provide a contact name, address, email
address and phone number, and the IP addresses of each machine
you want to have authorised.
Of course, if you don't have a fixed IP address, then you should
be using your ISP's NTP servers (which will probably be getting
their time from CSIRO anyway). For that, just ask your ISP for
the server details.
