With regard to telling dhcpd which interface to listen on, below is an excerpt 
from a message I posted to the ISC dhcp server list.  Hope it helps.

Under RH9, the startup script is most likely /etc/init.d/dhcpd
To ensure the daemon is listening on the correct interface, you may need to 
edit /etc/sysconfig/dhcpd

Also, the dhcpd man page has lot of information.  So much that you'll do well 
to search it for specific keywords rather than try to read from start to 
finish.
