ATI Radeon with TV out.  They're available for around $70.  

I have a 500MHz laptop with an older ATI video chip and it plays
full-screen DVDs under linux quite well, and having TV out is a bonus
for this application.

If you play 3D games, you may want to listen to someone else; games
performance is not usually something I consider when I evaluate video
cards, and good 3D performance does not necessarily correlate with
good 2D video processing performance.
