Yup, it sure will.

I've built embedded Linux systems that don't *have* a password file.
In the smallest case, the _only_ file in /etc is inittab; and since I
was using the "busybox" init (which has a compiled-in fallback
inittab) , the system would still boot even without /etc/inittab.
