I used VOCP.  http://vocp.sourceforge.net/

Overall it was easy but I had to play a bit to figure out which codec my
voice modem was using (since this is largely undocumented).  By default
the messages were a bit quiet but VOCP comes with a tool to increase
volume for your greeting and the canned voice messages which come with it.

VOCP does multiple message boxes (up to 1000 last I checked, although a
few are comsumed internally).
