Generally it's better to run a local "time server" which syncs NTP off
another box outside your network & sync all local boxes off your local
timeserver (if you run dns, setup an A record for ntp.whatever.com but
don't use it for the hostname :)
Generally speaking it is more important for local boxes to be in time sync
with each other than it is for them to be in sync with the rest of the
world (although this is also very important). Thus if your local boxes
have to be wrong (because your upstream NTP server went offline) it is
better if they are all wrong together :)
