I would suggest an amendment which allows the membership fee to be
changed by a simple majority of the club membership at an SGM (ie, the
same requirement as exists right now) but which doesn't actually
require the Consitution itself to be changed.

In this case 2 motions would be put forward at the AGM: One to amend the
consitution and one to change the current fees (which have remained
unchanged since the club was founded in 1995).
