Why bother?  Disks are cheap, and there are plenty of working
file systems for them.  Tapes are inherently unreliable, hard to
work with, excellent for archival purposes and pretty useless
for random access.

If disks aren't possible for some reason, there are CD burners
available for less than the cost of a handful of tapes, and the
media for them are almost free.
