[H-GEN] Fetchmail, Postfix, IMAP and procmail problem

I found that if I removed the above recipe it delivered mail to the inbox.

If I put the same thing in my ~/.procmailrc, then everything works fine.

If the global /etc/procmailrc doesn't sort the mail for the users into their inbox
what use is it? What can you put in the global procmailrc?
