This looks mightily like a permissions problem, in that the (qmail) user
that tcpserver is using to run qmail-popup simply cannot get into the
directory (/var/qmail/bin).
The qmail site (www.qmail.org) has a howto on appropriate permissions with
qmail and related packages.
