Looks like sshd isn't running to me.
To be sure go to a tell & type: telnet host 22
(where host is your remote host).
If you get:
telnet: Unable to connect to remote host: Connection refused
Then there is nothing bound to the port (or a firewall setup to reject
packets, but this is less likely).
If you get a different response, tell us what it is & we can assist in
diagnosing it from this.

Type:
ps ax | grep ssh
And see if you get a line mentioning sshd.

Ah ok. Now I'm really interested to hear the results of the
ps ax | grep ssh
> PuTTY. I cannot (until tonight) restart the whole network.
Hopefully it won't come to that :)
Do a netstat -a | grep LISTEN and see what, if anything, is listening on
port 22.
Random thoughts: something bound to port 22 ahead of your favourite sshd,
there is a problem with a library & sshd isn't starting properly, config
change broke sshd.
Get back to us with answers to the above questions. This will help as
diagnose.
