Some winmodems are now supported.  Even in those cases it may be necessary
to get & load the right kernel module.  If this is an internal modem then
this is likely the case.  This is one of the reasons I now prefer external
modems (no damn winmodem problems :)

Anyway, the easiest way to check is to make sure pppd is not running & try
to connect directly to the serial port with a terminal program like
minicom.  If you can connect to the serial port and get a response back
from "at" commands like atz and at&v then you have a working modem.  Btw,
atz should issue a reset to the modem & return OK, and at&v should dump
all the modem registers to the terminal.  If you are ok with these then
get the dialup number for BigPond and issue this command:

atxxxxxxxx where xxxxxxxx is the dialup number.  You should start dialing,
and get to the point where the remote pppd tries to negotiate with you.
