Yes, mozilla does need to be restarted for any of these changes to take
effect. I've only got mozilla 1.2b, but I'm pretty sure that nothing
has changed that would affect this.

It's actually:
~/.mozilla/default/<random>.slt/chrome/userContent.css
That's probably your problem, I guess the same would apply for galeon,
although I don't have it around to test.

settings
and otherwise bending mozilla and friends to your will.
