Unfortunately the tar wont satisfy the dependancies for a RPM.

try looking for the RPM at www.rpmfind.net, I can see 
openssl-0.9.6-9.i386.rpm there.

generally, to install a tar

1	uncompress it to your home dir
2	cd to its dir
3	./configure (not always needed read the install docs)
4	make
5	make install
