You do not need to register for GST, if you don't you can't charge GST
and you can't claim GST that you are charged.

This information is incorrect, you can fill out a form declaring that you aren't
charging GST and that the work you are doing is considered a hobby and they
can't withhold any of it.

It is also incorrect to say that they it is part of their GST, it is actually called
'No ABN Withholding', it is paid when you do your BAS but it is not part
of the GST payment.
