I don't know about "supposed" to, but you can use mhbuild in the nmh
package to create mime messages.  Something like:

$ mhbuild -
To: the at address.com
From: me at here.net.au
Subject: my first MIME message

Hi!  Attached is a pic of me on holidays!

#image/png [my holiday snapshot] snapshot.png
#<text/html
<p>Hi!  Attached is a pic of me on <blink>holidays</blink>!</p>

Read the manpage for mhbuild for more details, or find a good mh
tutorial and read the section on MIME message templates ...
