I run DHCPD on my gateway and also get an IP from my ISP using DHCPCD. I
bind the DHCP server to the internal interface of my LAN only which has a
static IP. I have no problem with this setup.

To bind the DHCP server to my internal interface in Debian I added
INTERFACES="eth1" to /etc/defaults/dhcp btw.

You can always assign a static DHCP IP to the interface if you cant solve
the problem (using hardware ethernet and fixed-address - see the DHCP Mini
HOWTO).
