In addition to Ben's excellent comments I would suggest being less picky.
There is a trite old saying that it is easier to get a job while you have
a job. You may well find that it is also easier to make contacts up here
while employed.

Also, 40k may well be low by your standards, and is in the lower quartile,
but looking at the ACS Salary Survey makes it look more reasonable:

	Lower Decile:	30k
	Lower Quartie:	41k
	Median:		52k
	Upper Quartile:	63k
	Upper Decile:	70k
	Mean:		53k

Perhaps setting your sites around 52k might help? The present market is a
buyers' market. The days when IT people could demand and get high salaries
seem to have passed us for now.
