As mentioned originally, the various aliases files (not including 
alias.local) for the whole company are stored and maintained on a central 
mail server and pushed out to the other mail servers each hour.  I assume 
(not know) that the use of the directive is needed on the machines where the 
address is not local, and is ignored on the machines where the address is 
local.

The only .mc files I can find are the geeneric ones that were included in the 
original sendmail-8.9.3 source tree.  :-(

My guess would be that its not.  See previous comment above.
