Many many moons ago I did this.  This may not be of much help, ut a
couple of things that I recall...
1. mgetty has some quite good debug information that it can log.
Investigate the debug settings for it.
2. pppd has excellent debug info also, increase the verbosity level in
the pppd call from mgetty
3. If you want pppd to authenticate using /etc/passwd then you need to
add an extra line to the secrets file.  Going from memory it's something
like 
*    *    ""   *
although that might not be correct.  You should be able to find the
right setting in the mgetty documentation.  I seem to recall that I
missed this particular bit for quite a while while I was setting it up.
