Agreed. How on earth does it prevent stacking, and what use would it
serve since we tried to let people place proxies by fax this time
around, and virtually no-one did?

I think Ray's point about the irrelevance of branch stacking in HUMBUG
is a good one, but I'm reluctant to see the 3-month rule disappear,
since I think anyone voting at the AGM should have been part of the
group for some time so they can understand the nature of what they're
voting *for*. Knowing your voters are informed is hard enough without
removing the pretty basic protections we have now.
