How about just making a seperation between members who are
members simply to use club services and those who are
interested in having a say in the running of HUMBUG? This
would still require constitutional change, but I think is a
more elegant hack. This would give members the choice on the
membership application form to commit to attending the SGMs
throughout the year. Members who do not choose to make this
commitment may be regarded as inactive members who do not
count in the quorum.
It seems more reasonable to divide the member population
according to this factor
rather than estimating the ratio and writing that estimate
into the constitution:
General Meetings
11. A quorum of one half of the active financial membership of
the club is required for a special general meeting.
Member classes
x. The financial membership is divided into two classes:
active financial and inactive financial. Active financial
members have made a commitment in writing to the secretary of
the club to attend vote at SGMs by some valid means.
