To convert to the dotted notation, first convert the dotless decimal number
to hex. This will give an 8 digit number. Convert the 2 digit pairs back to
decimal and put dots between them. Sorry for the clumsy description, but
here's and example:

Say we have the address 3327036934 (as in Michael's example). Converting to
Hex, this gives C64E8E06, or C6.4E.8E.06. Converting this back to decimal
gives 198.78.142.6.

This is merely a another decimal representation of the binary IP address,
meant for machine rather that human consumption
