[H-GEN] Apache: 403 Forbidden in /~userdir

hi,

   I recently upgraded my box at work (p75 -> celeron 400 =) and did the
   ol' hdd shuffle.  /home is now on a hdd all of it's own.  I used 
   cpio to move everything over, as well as moving /var to another part'n
   everything is just fine except now Apache is giving 403 Forbidden on
   any users public_html.  I haven't changed anything else.....

   the permissions all look ok, public_html is 755, as is everything under
   it.

   any ideas?
