My observation has been that the number of "active" members stays
somewhat
static [excluding the first year of operation].   People come, people
go,
but most of those who "go" do not actually resign.

So long as all other safeguards are kept in place (due notice of SGMs,
etc)
I consider that an attainable odd constant would be fine.  After all,
the only reason for a quorum is to stop a "deranged few" from seizing 
control of the organisation. In HUMBUGs case this means preserving the 
rights of the deranged many, so one number is just as meaningless as any
other.   21 looks pretty to me.  ;-)
