  try the following:  /etc/hosts.allow

  ALL: 127.0.0.1: ALLOW
  ALL: ALL: DENY

  /etc/hosts.deny

  ALL: PARANOID

  this setup worked fine for two machines I played with this weekend in
Nerang (redhat 6.0, 2.2.13)
