[H-GEN] More on the wan

So far no one has got back to me on the costs of higher performance units.
however the Amateur association aapra (http://www.aapra.org.au) sell
1200bps units for $85 ($65 if you assemble if youeself :), and also sell a
2nd hand 2400bps unit - not sure of the price there.  We would need an
appropriate radio to go along with this :)

Anyway, if we implemented a low bandwidth setup (at least initially) it
would be nice and cheap and would also would allow for some functionality.
Opviously interactive performance would be horrible, but non-interactive
servuces would be fine.  Mail and news could go over the wan, allowing
everyon with a cheap news feed (for the volume charged among us).  in
addition, all members connected to the wan would have 2/4 email and news
access even if they don't normally have a 24/7 link.

If this a prefered option, or is higher bandwidth (and higher cost) a
preference?

Also, the operator for each site would probably need to get an amateur
radio licence.  The novice class seem spretty easy - answer some questions
on radio theory and practice with a 75% pass mark.  Apparently the classes
are run right around the country.
