Daytime doesn't normally run as a server: it's provided by the inetd
superserver or it's equivalent on your installation.  

Check that there is an entry for daytime in /etc/inetd.conf and that it
is not commented out.  Your distribution may have a GUI tool to do
this.  Check inetd is running.  Do

  $ netstat -ta

to check that it's actually listening on the daytime port.  Check there
are no firewalling rules preventing clients from reaching the server.
