As others have pointed out, you have little or no control over incoming
data; however, you can control outoing data directly and thus have
an indirect effect on the return data. If you throttle your outgoing
requests, then the TCP connections will slow down accordingly.
This is rather effective with email, where you don't want a 2MB
attachemnt to kill your modem link. However, incoming data that is
not a TCP connection, say a flood ping, will still kill your link
without upstream cooperation.
