[H-GEN] Strange Network Behaivour

i've got a bit of a problem, that i'm sure that the collective brainpower of the HUMBUG community can solve for me :)

i'm setting up a laptop with debian slink on it, and everything went very cheerily until i rebooted when the screen became garbled when i tried to run X.  now i can't connect to any host, although tcpdump produces correct results (it can see network traffic).  ping'ing a host produces the error "ping: sendto: Operation not permitted"

the machine is a HP OmniBook 4000C, the network card is a 3com Etherlink3 PCMCIA (3c589d)

any thoughts?
