Unforunately not all versions of Outlook allow this option!  Outbreak 98
supports it, but Lookout 97 (which I've just had to start using again)
does not.  Fortunately for me however, if I leave your text indented
when I reply then our MSES realises that I'm sending to the 'net and
inserts the > characters for me.

It's really klunky (I could use a more expressive expletive, but you get
the idea), but it works.
