Joshua, the following should get your sucky mail program to put the '>'s
in so that people can determine what the heck you are replying to (ie, in
the above, unless you've read the previous mail, you appear to be talking
to yourself)

Outlook: (varies with the version of outlook) 

Tools -> Options -> Internet Email 
Email Sending Format - MIME 
[X] When sending messages, wrap text at [72] characters per line. 
    Character Set - ISO8859-1 
[X] When replying to messages, indent text with '>' 
[X] Insert response and signature below original text 
    Tools -> Options -> Reading 
    When replying to a message, Include and Indent original 
    message text. 
    When forwarding a message, Include original message text.
