[H-GEN] ppp hassles

Hi,
I've just changed from an untimed account to a faster timed account. 
This means that I'm manually starting ppp, which means I'm actually
present when my modem dials up.  As a result I'm noticing some strange
behaviour from my modem.

Every time I log in it fails the first time.  I'm set to redial, so it
tries again immediately.  The second time it always works.

I have debugging enabled, so I looked in the log:

>From this you can see my machine (named "confusion") starts pppd and
successfully connects.  Then it gets a SIGHUP, so pppd logs it and
initiates a graceful hangup with a TermReq LCP packet.

This is a RH 6.1 system.  Any ideas what would be killing ppp and then
letting it run the second time around?
