Normally I'd suggest you run strace(1) to see why it doesn't think it can
find it, but that doesn't work for suid binaries.
Perhaps it's time to reboot from an install CD, and either use it as your
root partition, or use it to make a suid copy of ash.static. Remember that
rpm has "chroot' option that lets you update your real filesystem while
using a CD as the root.
