It doesn't. It *prohibits* it.
The reverse lookup to "see rfc 1918" is a gentle LART that means "you
should NOT be using this address unless you know what you're doing".
In a proper environment, the reverse lookup goes to your local DNS,
which resolves your local hostnames. If a private-range reverse
lookup gets to a root server, then your DNS is borken.
