Depends upon context.  Do you really want to adjust the mouse at a
low-level (/dev/psaux), or just in a specific app ? 

The two most common mouse apps are X and gpm.  If in X, then 'xset m
[acc_mult[/acc_div] [thr]]' alows you to play with things.  Gpm has
something similar (don't have the man page handy).
