I understand the concerns regarding an unrestricted relay host, but I'm
still no closer to knowing whether your statement implied that sendmail:
 * isn't to be used (policy), or
 * couldn't be used (access disabled[1], due to policy), or
 * shouldn't be used (unless you know what you're in for and are
appropriately configured for blocking relays and using an smtp smarthost
and anything else[2] I've forgotten here) 

Likewise I'm no closer to hightened truth as to that misty cloud so
reverently titled The One True Mailhub.

[1] I can't quite think how that would be possible and yet still allow
normal outgoing mail from dialin clients.
